Gallaudet: Building a Sustainable Business Growth Model

A multi-year strategy to expand service delivery, deepen client engagement, and drive predictable year-over-year revenue.

Client Problem

Gallaudet University’s Clerc Center had unmatched expertise in deaf education — but no scalable business model to expand its impact nationwide. Districts and states need high-quality support for deaf and hard-of-hearing students, yet no existing consultant or service provider could match the depth, breadth, or credibility of the Clerc Center.

The challenge: Develop a national, revenue-generating service model that enhances instructional quality for deaf and hard-of-hearing students and achieves financial sustainability, generating net positive revenue within one year.

Solution

Good Rebellion developed a full five-year business plan positioning the School and State Partnership (SSP) as the nation’s premier provider of deaf education support.

We designed a model that scales Clerc’s mission through

Scalable Revenue Model

  • A comprehensive “Year of Learning” service package with six core offerings — workshops, assessment, coaching, mentoring, advising, and immersion
  • A pricing structure designed for net positive revenue in Year 1
  • A multi-year client pathway built for strong retention

National Growth Strategy

  • Target market segments: districts (primary), schools for the deaf, higher ed, and state systems
  • A staffing plan combining Clerc experts with contract Subject Matter Experts (SMEs) to scale nationally
  • Brand positioning to establish Clerc SSP as the national thought leader in deaf education

Clear Roadmap

  • Annual milestones for client recruitment, SME training, brand visibility, and service expansion
  • Expansion into credentials, search services, immersive PD, and national institutes

Big Picture

What made it work

  • Leveraging Clerc’s credibility as the trusted authority in deaf education
  • Packaging services into scalable offerings that districts can adopt quickly
  • A pricing + staffing model designed to support national demand
  • A phased rollout plan that builds momentum year over year

IMpact

A fully implementable, scalable, and revenue-positive national enterprise that advances Clerc’s mission — positioning SSP as the standard-setter for deaf education services and improving outcomes for deaf and hard-of-hearing students across the country.
